The Chandigarh 24×7 Pan-City Water Supply Project is guided and managed by a robust
governance structure comprising two key committees: the Project Steering Committee (PSC)
and the Project Implementation Unit (PIU). These committees ensure the successful
implementation, oversight, and coordination of the project.
Project Steering Committee (PSC)
The Project Steering Committee serves as the primary decision-making body responsible for the
overall strategic direction and progress review of the project. The PSC is chaired by the
Secretary of Local Government, Chandigarh UT Administration, and includes senior officials
from various departments, ensuring a multi-disciplinary approach to governance.

Key Responsibilities
- Review the progress of the project on a quarterly basis or as needed.
- Facilitate project-related permissions, such as "Right of Way," permits, NOCs, and approvals required for project implementation.
- Address and resolve interdepartmental issues to remove any bottlenecks in project progress.
Project Implementation Unit (PIU)
The Project Implementation Unit is the operational body responsible for the day-to-day
management and execution of the project. Headed by the MCC Commissioner, the PIU is
composed of administrative and technical units that work collaboratively to oversee the
project’s technical, financial, and operational aspects.
Structure of the PIU
- Administrative Unit: Headed by the Commissioner of MCC, this unit handles the administrative functions, including procurement, budget preparation, and overall project coordination.
- Technical Unit: Led by the Chief Engineer of MCC, this unit focuses on the technical execution of the project. It includes specialized teams for water supply generation, distribution, and revenue management.
Key Responsibilities
- Manage and supervise all project activities, ensuring they align with the project's goals.
- Oversee the bid process management, including the preparation and issuance of tenders.
- Coordinate the preparation and submission of reports, including monthly, quarterly, and annual updates to relevant authorities.
- Ensure compliance with all regulatory requirements, including financial commitments and procurement procedures.
